When you generate the Work Order report from Production Terminal, your browser will open an ASPX page that serves the actual PDF to you. You will receive this message if you do not have a PDF viewer installed on your system. The file you are being asked to save is not actually an ASPX file, but a PDF file.

Install a PDF reader. You can acquire one from Adobe, or you can get a better one (imo) from FoxIt.
