  - First try replacing the SMSSystemData.mdb
  - If that does not work, check Sharing and Securities
  - Ensure that Everyone has full control in Permission.
  - Ensure that Everyone is listed in Securities and has full control
  - Replace permission entries on all child objects with entries shown here that apply to child objects
