This is caused when the toolbars are moved, resized, or changed by the user.

1. Click on Mgmt
2. Click on Maintenence
3. Click on Utilities
4. Click on Restore Defaults

1. Click on Mgmt
2. Click on Set-Up
3. Click on User Options
4. Select the System Options tab in the explorer
5. Select the radio button that displays the tool bar the way you want at the bottom of the page
