Can not modify the design of table 'ReportElement'. It is a read only database.

1. First try replacing the SMSSystemData.mdb
2. If that does not work, check Sharing and Securities
3. Ensure that Everyone has full control in Permission.
4. Ensure that Everyone is listed in Securities and has full control
5. Replace permission entries on all child objects with entries shown here that apply to child objects
